Chris Hancock needs any information from
departments that are requiring newly hired recruits to sign an employment
contract that requires them to repay the department x amount of dollars
for training, uniforms, other expenses etc... in the event the recruit
leaves the department before the terms of the contract have expired. I'm
looking for the breakout of cost in each category and what the categories
include such as, training and associated cost, hiring process and
associated cost for written test, psychological tests, polygraph oral
assessment centers, etc... Also have these contracts been challenged

Bob Kenny is looking for some assistance in
regards to three programs are department has initiated. He is in the
process of establishing a motorcycle unit, formalizing a bicycle patrol
unit, and have also taken delivery of two ATVs for special response
purposes and security at large public events. he is looking for copies of
policies concerning the deployment and use of these types of vehicles.
Also, if there is any training requirements that must be met by officers
assigned to these units. E-mail to

The County Sheriff's of Colorado and the Highlands Ranch Law Enforcement Training Facility recently demo'd the I-Sim unit. We have a mini movie of a scenario. 01-03-01: Caroline Kerr has been
assigned to head up a new Risk Assessment Unit under the umbrella of Professional
Standards. It looks at police officers who have had more than three complaints against them. At this stage
the unit is just looking at sending out advice slips to their supervisors suggesting ways to
solve the problems ie, counseling, anger management etc. She hopes to make it more
of a proactive position bringing to it her skills and training in behavior and determining officer suitability to
some of the counseling concepts or if they are just always going to be a problem. Contact her at Caroline.Kerr@police.wa.gov.au or
11-30-00: John Teixeira of Section One is in the process of developing a
Cyber Crime Unit for the Albemarle County Police Department. This unit will focus on crimes that are
committed primarily by computer; white collar, fraud, child porn, etc. He is
looking for any information on how to organize the unit and any policies and
procedures that agencies may have regarding high tech investigations, required hardware needs, etc. 08-28-00: Charles 'Chuck' Allen, member of the 198th's Section One and former resident of the infamous Third Floor, is seeking information on "Tactical Intervention" policies of those agencies who have outlined the criteria and guidelines for use in their written policies. We are in the process of evaluating our criteria for using our vehicles to terminate a pursuit. We have a policy regarding using a police vehicle to 'ram' another vehicle, and basically we look at it as a deadly force scenario. I know that some agencies have a level of intervention that is not considered deadly force, and I am hoping for some input from any of you who may have a policy like that.
04-21-00: Caroline Kerr will be heading back in late Aug/Sept this year for an indefinite amount of time and will be bringing with her two homicide detectives. They will be attending a International Homicide Symposium at the FBI Academy from 17 - 22 Sept, but the two Detectives would also like to spend some time with Homicide/Major Crime/Armed Robbery type units while they are over. They have been in contact with Randy QUAN at the LAPD, Nick GAUDIO in Chicago, Larry MCCOY in Washington Metro, Tom NESTEL at Philly and Joe CORDES at NYPD. But if anyone else can help out a couple of Australian boys could they please contact her on Caroline.Kerr@police.wa.gov.au or cakerr@hotmail.com Specifically they will be wanting to have a look at procedures, case managements systems and basically how they run their inquiries. They will have a better idea of how long they have once some arrangements been put in place. Caroline can organize any official letters of request when required. Caroline on the other hand will be looking for any homicide/sexual assault/threat assessment/child abuse courses if anyone knows of any around that time or later in the year. Caroline wants everyone to know if anyone needs
anything from "Down Under" or is
planning to visit, please let me know. I know that Des would also be more
than happy to act as tour guide and return the gracious hospitality we
both
received whilst we were in your country. 04-21-00: Carla Pearson needs help with a research project and needs info on job satisfaction rate of officers on rotating shifts vs. permanent shifts or set hour shifts.
